The ministry of industry and information technology (miit) has released the "12th five-year plan for industrial technology innovation", in order to clarify the goals and key tasks of technological innovation in the field of industry and information technology during the 12th five-year plan period, guide and strengthen technological innovation in key industries, and promote industrial transformation and upgrading. According to the plan, key industries such as shipbuilding will strive to break through technological bottlenecks, develop and master a number of key technologies, and improve their core competitiveness and capacity for sustainable development.

"Planning" is put forward, the shipping industry to focus on developing key technologies include: mainstream ship optimization and upgrading of technology, liquefied natural gas (LNG) ship and luxury cruise ship form of new and high technology such as design, construction technology, Marine technology, energy saving and emission reduction of Marine oil and gas resources development and key technology and equipment design, construction, detection and monitoring system for Marine resources equipment technology, Marine diesel engine design, manufacturing technology, the independent brand Marine auxiliary equipment design, manufacturing technology, ship design and construction technology, the digital ship standardization technology, etc.

The plan covers the four fields of raw materials, equipment manufacturing, consumer goods and information industry. The planning period is from 2011 to 2015. Its development goals are as follows: by 2015, China will have made major breakthroughs in technological innovation in key areas of industry and informatization, mastered a number of core technologies and key technologies with independent intellectual property rights, and ranked among the worlds leading technologies in some areas.

During the 12th five-year plan period, technological innovation in the field of industry and information technology will focus on the above goals and vigorously promote work in the following five areas. First, we need to strengthen our capacity for technological innovation. We will build a number of key industrial laboratories and platforms for industrial technology innovation, and promote the development of enterprises r&d capabilities. Second, the establishment of technology innovation service system. We will promote the building of strategic alliances for industrial technology innovation and strengthen the building of supporting service systems. Third, vigorously develop key and generic technologies. We will continue to intensify the implementation of major science and technology projects and strengthen the development of major industrial technologies. Fourth, we need to promote the transformation of scientific and technological achievements. We will accelerate the transformation of new and high technology achievements, strengthen the promotion and application of technologies for energy conservation, emission reduction and comprehensive utilization of resources, and actively develop advanced and applicable technologies to provide strong support for technological transformation. Fifth, cultivate and develop strategic emerging industries. We will integrate technological innovation with industrial development, improve the cooperation mechanism between industry, university and research institutes, and formulate and issue guidelines for the development of key generic technologies in industries.

The plan also puts forward specific safeguard measures, including establishing overall coordination mechanism, increasing capital investment, giving play to the role of policy guidance, improving the system of technical standards, expanding international scientific and technological cooperation, and strengthening personnel training.
